The reson i choze this one is that the texture looks very fuzzy. So i think the person who took this picture was not standing very still to catch the moment that is not very fuzzy. But if i was the one who took it, i would stand still. So i think this person should try this shoot it agian and do it while he/she stays still to catch a better moment.
