Photo Manipulation and ethics

In this story about ditigal minipulation, security found someone at the newspaper developing place was manipulating photos on adobe photoshop. Later they found it was Brian Walski who was manipulating the photos and was fired on Apirl 1 ,2003. They found 920 photos manipulated. On April 1, 2007, the (NPPA) found 79 manipulated photos and considered it an unprecedented amount of violations. 
I consider this type of photo editing to be unethical because it's like a combination of hiding the truth and cheating. The only reason why one would do this because they are hiding the error and pretending to be accurate.
